Outlook published calendars not updating

We have installed a fresh CAS with latest patches (SP2 rollout 5v2), and the scenario we have right now is that all published calendars are still not updating, but shared calendars (internal) are updating. How does Exchange set it's permissions for internet publishing on the calendar?
If we remove the subscribed calendar from the user, and add it back in again - then the new items are there.
We have set up a new email user and everyone but one can see the details of the Outlook 2010 calendar.
